Policy Development Process Petitions

About Petitions

A petition is the process by which the community can advance a proposal or draft policy that the Advisory Council (AC) did not choose to move forward. Petitions are part of the Policy Development Process (PDP); they act as a check and balance on the power of the AC.

Petitions can be started by anyone. Petitions need the support of at least 15 different ARIN member organizations in order to succeed.

Starting and Participating in Petitions

If you are interested in starting a Petition, please download the Petition Initiation form. You’ll need to fill out all information, and then email it to [email protected].

After a valid Petition form has been successfully submitted, ARIN staff will announce on the Public Policy Mailing List that a Petition has been initiated. The Petition window begins when the announcement is made to the mailing list and will remain open for seven calendar days.

Members of the Internet community who wish to support the Petition action must be a registered Point of Contact for an ARIN member organization in order to submit a Petition support form. Petition Actions

As noted in the PDP, there are several petition opportunities:

  • Petition for Promotion to Draft Policy: A Policy Proposal that has not been accepted as a Draft Policy after 60 days may be petitioned. A successful petition will advance the Proposal to Draft Policy status.
  • Petition for Proposal Rejected as Out of Scope: A Proposal that is rejected for being out of scope may be petitioned. This Petition request must occur within seven calendar days after the announcement date of the Advisory Council action. A successful petition will refer the Proposal to the Board for consideration as a Draft Policy.
  • Petition for Proposal Remanded: A Proposal that has been formally remanded to its author may be petitioned by the author to request that the Policy Proposal be advanced to a Draft Policy. This Petition request must occur within seven calendar days after the announcement date of the Advisory Council action. A successful petition will result in the Policy Proposal being advanced to a Draft Policy.
  • Petition Against Abandonment (Draft Policy): Abandoned Draft Policies may be petitioned. This Petition request must occur within seven calendar days after the announcement date of the Advisory Council action. A successful petition of an abandoned Draft Policy will result in the abandoned Policy being returned to a Draft Policy status.
  • Petition for Promotion to Recommended Draft Status: A Draft Policy that has not been advanced to Recommended Draft Policy after 90 days of being submitted may be petitioned. A successful petition will result in the Draft Proposal being advanced to a Recommended Draft Policy.
  • Petition Against Abandonment (Recommended Draft Policy): Abandoned Recommended Draft Policies may be petitioned. This Petition request must occur within 14 calendar days after the announcement date of the Advisory Council action. A successful petition of an abandoned Recommended Draft Policy will result in the abandoned Policy being placed back on the AC’s docket as a Recommended Draft Policy and must be presented at the next PPC.
  • Petition for Promotion to Last Call: A Recommended Draft Policy that has not been advanced to Last Call within 60 days following a Public Policy and Members Meeting or Public Policy Consultation where the Recommended Draft Policy was presented may be petitioned. A successful petition results in the Recommended Draft Policy being posted to the Public Policy Mailing List for a Last Call period of 30 days.
