Update ISP and End User References For 2022 Fee Schedule

Problem Statement:

Starting in Jan 1 2022, ISPs and end users will no longer have a distinction in terms of fees and both will be under RSA membership terms. There is existing policy language in the NRPM which references ISPs and end users separately.

Policy statement:

This policy aims to synchronize the NRPM in regards to the new 2022 fee schedule by consolidating instances where ISPs and End users have clear distinctions.

4.2.1.2. Annual Renewal

An annual fee for registered space is due by the anniversary date of the ISP’s first allocation from ARIN. ISPs should take care to ensure that their annual renewal payment is made by their anniversary due date in accordance with the Registration Services Agreement…

…ISPs and other organizations receiving these micro-allocations will be charged under the ISP fee schedule, while end-users will be charged under the fee schedule for end-users. ….

New policy text:

Comments: The fee schedule is not in effect until Jan 1, 2022. The new Fee Schedule includes the following changes, “Transitioning End Users from annual per-resource maintenance fees to the RSP (Registration Services Plan) Fee Schedule”

Timetable for implementation: Any time after Jan 1,2022

Anything else: The AC/community may want to consider the word “resource holder” rather than organization in the new text

Staff and Legal Review (9 February 2022)

Staff Understanding:

ARIN-edit-2021-5 adjusts ISP- and End User-specific fee schedule reference language in Sections 4.2.1.2., 4.4., and 6.10.1. These changes align with the fee harmonization update to the ARIN fee schedule, implemented at the start of 2022.

The complete sentence suggested in Section 4.4. would read:

“Organizations receiving these micro-allocations will be charged under the fee schedule.”

To align suggested text, shepherds might consider removing “organizations” from the suggested language in 6.10.1, leaving the complete sentence to read “Organizations receiving these micro-allocations will be charged under the fee schedule.”

Shepherds may further wish to remove both sentences altogether from Sections 4.4. and 6.10.1., as stating within the NRPM that an organization is charged fees for a micro-allocation is likely unnecessary given the RSA and business rules that apply to these organizations and already state that fees are involved.

Remaining text is clear and understandable, and proposed changes are editorial in nature.
